THE RELIEF OF FINANCIAL HARDSHIP FOR PERSONS WHO - (1) ARE UNABLE TO MEET THE COST OF CHARGES FOR THE SUPPLY OF WATER AND/OR SEWERAGE SERVICES PROVIDED TO PREMISES USED OR OCCUPIED BY THEM BY THAMES WATER UTILITIES LIMITED AS WATER AND/OR SEWERAGE UNDERTAKER APPOINTED PURSUANT TO THE WATER INDUSTRY ACT, 1991 (OR ANY STATUTORY MODIFICATION OR AMENDMENT TO THAT ACT), OR (2) HAVE BEEN AFFECTED DETRIMENTALLY AND CAUSED UNDUE HARDSHIP BY THE OPERATIONS OF THAMES WATER UTILITIES LIMITED OR BY VIRTUE OF THEIR WATER SUPPLY OR SEWERAGE CONNECTION AND WHO ARE UNABLE TO MEET THE COST OF ANY FINANCIAL LOSS CAUSED THEREBY OR OF UNDERTAKING REMEDIAL WORK WHICH THEY WOULD BE OBLIGED TO CARRY OUT IN ORDER TO RESTORE A SATISFACTORY WATER SUPPLY OR SEWERAGE CONNECTION OR MAKE GOOD DAMAGE TO THEIR PROPERTY CAUSED THEREBY
